WILLOUGHTON PARISH COUNCIL
The Parish Council Meeting was held in the Village Hall, Thursday, 26th May, 2022, following the Annual General Meeting

REGISTER OF INTEREST
Cllr. Mr. D. Cowell expressed an interest as his Wife is Chair of the Board of Governors of Willoughton School
Cllr. Mr. G. Rowles Nicholson expressed an interest as local landowner and lessee of the Playing Field
Cllr. Mr. B. Moore expressed an interest as a member of the Committee of the Limestone Rangers Football Club
MINUTES OF THE MEETING HELD 31st MARCH, 2022
The minutes of the meeting held 31st March, 2022, were approved and signed
MATTERS ARISING
The question of a plaque for the two oak trees which have been planted on the Playing Field to commemorate the Queens’ Platinum Jubilee was discussed. It was decided that this could prove to be a nuisance to the grass cutting of the field and that dots showing the location of the trees should be placed on the Queens’ Green Canopy Map. Cllr. Mrs. K. Phillips has agreed to undertake this task.
Letters of thanks have been sent to Messrs. Hall, Longman and Thomas for their contribution to the planting of the oak trees. A small gift for each of the gentlemen has been purchased and these will be distributed in the coming days.
PLAYING FIELD
The grass cutting on the Playing Field at the beginning of the season left much to be desired. The field was left to grow too long before being cut and there were therefore large clumps of grass left behind. The Parish Council has complained about this to the School and they are to contact the Contractor involved. Hopefully, the situation will be rectified going forward.
HIGHWAY MATTERS
A Zoom meeting was held on Tuesday, 17th May, 2022, regarding the moving of speed signs when entering the Village on Gainsborough Road. Present were Cllr. Clio Perraton-Williams (L.C.C.),
2 members of Lincolnshire County Council Highways Department, Cllr. Mr. G. Rowles Nicholson, Cllr. Ms. H. Goring and Cllr. Mr. P. Baldwin.
Unfortunately, no resolution to the problem was agreed. However, it was suggested by one of the members of the Highways Department that the placing of road markings in the vicinity of the bends could be a possibility.
There has been a leak in the road on the bend in front of Caudle House for some time. Anglian Water have been contacted and sent out an Engineer to inspect the site.
He concluded that the leak is not coming from any of their equipment as there is no chlorine in the samples he has taken. This information was passed on to the Highways Department and they are to carry out further investigations into the source of the leak.
No action has been taken thus far with regard to the placing of equipment to monitor the speed and frequency of vehicles passing through the Village by the Road Safety Partnership. The Clerk is to write to them again requesting urgent action.
ACCOUNTS
There are four cheques now requiring signature:

Postal Services, April and May £108.00
Cheque 829, Luana de Santis, Litter Picking for June £95.00
Cheque 830, Re-imbursement to Cllr. Mrs. K. Phillips for
Purchase of gifts for Messrs. Hall, Longman and Thomas £43.98
Once these cheques are cashed this will leave £8971.47 in the Current Account and £11,501.89 in the Savings Account.
This gives a total of £20,473.36 in the Parish Council Accounts
UNDER 10 FOOTBALL TEAM
The possibility of organising an under 10 Limestone Rangers Football Team has apparently been raised. Permission is being sought from the Parish Council to utilise the Playing Field in order to undertake training (which would be on a week night at 6:30pm) and play matches on Saturdays.
The team would be non- gender specific and be open to everyone from surrounding Villages.
The matter was discussed and wholehearted agreement was given for this proposal to go ahead.
It was felt that parking could prove to be an issue as Middle Street (which gives access to the Playing Field) is quite narrow. Cllr. Mr. G. Rowles Nicholson has offered the use of the lorry park adjacent to the bus shelter as and when required.
Cllr. Mr. B. Moore is to pass on the decision to the Limestone Rangers Committee.

ANY OTHER BUSINESS
The Minutes of the Extraordinary Meeting held on Thursday, 19th May, 2022, to meet with the prospective candidate for Clerk were approved. It was unanimously decided that Hazel Fox from Kirton-in-Lindsey should be appointed as the new Clerk from 1st July, 2022. There will be a changeover period with the existing Clerk to ensure a smooth takeover.
The Minutes were duly signed.
