Minutes EM 4th September 2024

WILLOUGHTON   PARISH   COUNCIL 

A Parish Council Extraordinary meeting was held in the Village Hall,

Wednesday 4th September 2024 @ 6.00pm.

PRESENT

Cllr. Mrs. S. Rovezzano (Chair), Cllr. Mr. D. Cowell (Vice-Chair), Cllr Mrs. T. Given, Cllr. Ms. H. Goring, Cllr. Mrs. K. Phillips, Cllr. Mr. G. Rowles Nicholson, and Ms. Hazel Fox (Clerk).

2409/01. APOLOGIES FOR ABSENCE.

Apologies were received from. Cllr. Miss. K. Clarke.

2409/02. DECLARATIONS OF INTEREST/DISPENSATIONS.

Cllr. Mr. D. Cowell expressed an interest as his wife is Chair of the Board of Governors of Willoughton Primary School.

Cllr. Mr. G. Rowles Nicholson expressed an interest as a landowner and lessee of the Playing Field and owner of houses in Middle Street.

2409/03. PUBLIC PARTICIPATION.

No members of public present.

2409/04. TO DISCUSS AND AGREE THE PLAY AREA OPEN EVENT.

The Clerk advised, Kompan have made timely progress with the refurbishment and are on schedule to hand the site back by 7th September. It was advisable to give the turf chance to settle for one week, and an open event on 14th September was preferred. The barrier fencing will be left across the two entrances to ensure the area is not used until this date. Cllr. Mr. Paul Howitt-Cowan had been invited to perform the official opening, and he had graciously accepted. Councillors agreed, those who can, will attend site at 12pm to help with any necessary set up.

Resolution: The open event will take place on 14th September @ 2pm.

The Clerk was requested to invite Sir Edward Leigh, MP for the Gainsborough Constituency, Cllr. Mr. Stephen Bunney, Chair of West Lindsey District Council, and Cllr. Mrs. Clio Perraton-Williams. The Clerk will also prepare an announcement for members of the public to be posted on Facebook, the Parish Council website, and the village noticeboard. Action: Clerk.

Kompan have agreed to donate 30 x goody bags to hand out to the children attending. The Clerk was requested to ask this is increased to 40, to ensure no children were left out. Action: Clerk.

Cllr. Ms. H. Goring has been in contact with The Cupcake Factory in Gainsborough, who are available to attend with pop-up kiosk selling hot and cold drinks and sweet treats. Councillors agreed, this was an excellent suggestion and that the Parish Council should fund 40 x cakes to be allocated to the first 40 children attending. Cllr. Ms. H. Goring will confirm the booking and timings and will liaise with them.

Action: Cllr. Ms. H. Goring.

The Clerk also suggested animal chocolates on sticks which can be purchased from No.12 Chocolatier, to be handed out on the day. Councillors agreed, this should also be funded, and the Clerk is to contact the shop and order 60 x units. Action: Clerk.

Mrs. Linda Jeffery had previously offered to source a gazebo for the event and will be able to confirm by Friday 6th September if this is available.  Cllr. Ms. H. Goring has a small gazebo which could be used if necessary. Councillors thanked Cllr. Goring for this offer. Cllr. Mr. D. Cowell may be able to supply bunting and will advise the Clerk if this is possible.

Councillors discussed the signage required to replace the existing sign. It was agreed, this should be considered further and will be added to the agenda for the next meeting in September. Action: Clerk.
